FSW’s Head Start/Early Head Start is a federal government program that was created in 1965 to give preschool children from low-income families a “head start” on their readiness for elementary school.
JOB SUMMARY
Under the supervision of the Sr. VP, the Quality Assurance Manager will assist in the planning, development, coordination and the implementation and delivery of a high-quality HS/EHS program. The QA Manager performs the duties required to ensure program quality and compliance through ongoing review, monitoring, and follow-up support. Coordinates and participates in the development of the self-assessment, community assessment, PIR and annual report and monitors program activities to ensure all Early Head Start/Head Start programs meet or exceed performance standards and adheres to other relevant regulations.
DUTIES AND RESPONSIBILITIES
- Develops and implements quality assurance and program evaluation plan and system.
- Monitors and evaluates program activities, system procedures, policies, and procedures to ensure compliance and quality control.
- Provides detailed reports which indicate areas of noncompliance and deficiencies according to applicable protocols and performance evaluation standards.
- Performs mock reviews on all Head Start systems and reports findings to management.
- Perform field evaluations and follow-up reviews.
- Conducts facilities and classroom inspections at all centers.
- Develop, organize, and implement requirements pertaining to compliance with Head Start regulations, including the annual Self-Assessment process, USDA/CACFP monitoring, and the development of the quality improvement plans.
- In conjunction with staff develop and monitor the program goals and objectives.
- Conduct desk audits to ensure accurate COPA and Teaching Strategies GOLD data.
- Develops ongoing monitoring, evaluation standards, instruments and procedures.
- Research areas for best practices and system improvement to be implemented by the Head Start program.
- Maintains a thorough knowledge of Head Start policies and procedures, changes, and updates to Federal, State and Local regulations.
- Assist with special projects, programs, and events.
- Assist the Head Start/Early Head Start program in developing Education and Child Development service area policies and procedures and activities to meet the goals of the Head Start Program.
- Assist HS/EHS Management team with the planning and providing workshops, training and/or technical assistance regarding Program Design, Management and Improvement, Education and Child Development, and Parent, Family & Community Engagement to staff, families, and community, in small and large group settings or individually as needed.
QUALIFICATIONS
- Must have a bachelor’s degree in early childhood education, Business Administration, Organizational Development/Management or a closely related field, or a master’s degree in early childhood education or a closely related field preferred.
