FSW’s Head Start and Early Head Start is a federally-funded government program that was created in 1965 to give preschool children from low-income families a “head start” on their readiness for elementary school. These programs are licensed by the New York State Office of Children and Family Services and offer comprehensive early childhood and preschool services to underserved children, toddlers, infants, and their families.

Job Details

Family Services of Westchester is seeking a Senior Vice President, Early Childhood and Head Start Programs to lead FSW’s rapidly expanding suite of early childhood education programs. Reporting to the Executive Vice President, the SVP is also accountable to the FSW Board of Directors in spearheading the development of Head Start, Early Head Start, and Prime Time, an education program for preschoolers with disabilities and their families. Other childhood and/or educational programs may be added. The SVP supervises the VP, Head Start Programs and other Program and Administrative Directors. This position will develop the strategy, structure, systems and procedures to achieve success in the fiscal, programmatic, community, and staffing aspects of the early childhood programs and will bear the responsibility of assuring that the programs are strategically positioned for the future and is operated in conformity with Federal and State requirements. This position is located in Westchester County, NY

Responsibilities

  • Assure smooth transition for legacy Head Start (HS) and Early Head Start (EHS) enrollees, families, and staff to HS/EHS by establishing and implementing procedures to effectively onboard new families and staff to FSW’s programs.
  • In conjunction with FSW Board of Directors, staff, Executive VP, Policy Committees and other stakeholders, establish long and short-term programmatic goals incorporating required metrics and reporting cadence, and strategy for achieving performance goals.
  • Create a high-functioning business unit including systems and process for effective prioritization, communication, decision-making, and a client-service mindset so as to ensure program success and sustainability.
  • In close collaboration with CFO and EVP, develop strategies to ensure financial health of programs; analyze and respond to actual and forecasted financial performance, produce business plans to meet goals and minimize financial risk.
  • Ensure the programs runs in conformity with Federal and State requirements.
  • Cultivate an organizational culture that empowers parents and delivers services respectful of diverse cultures, languages, and races.
  • Working closely with BOD and development departments, secure additional funding for program to meet or exceed FSW’s non-federal share requirement; Oversee creation and submission of annual programmatic budgets for federal funding and lead [5-year] reapplication process.
  • Act as a bridge between the ECP and other FSW departments and programs to ensure productive inter-programmatic relationships; Ensure alignment of internal and external stakeholders through effective convening and communication.
  • Oversee promotion and publicization of FSW’s Early childhood programs to expand reach of services across service area, and meet community needs and enrollment requirements by funder.
  • Develop and maintain strong relationships with local community organizations whose work and expertise can complement and advance the vision and agenda of FSW’s ECP department, including other regional HS/EHS awardees.

Requirements

  • Advanced degree (Masters or above) in areas such as Early Childhood Education, Child Development, Social Welfare, Public Administration, Human Resources, or Day Care Administration; Advanced degrees in other applicable social sciences may be considered.
  • 8+ years’ experience in early childhood management or pre-school management experience.
  • 5+ years of direct experience with Head Start and/or Early Head Start
  • 6+ years of supervisory managerial experience with an increasing scope of responsibilities.
  • Outstanding in program management, including program planning, operations and evaluation, and the use of management information systems.
  • Driven by metrics and performance measures used to evaluate child development and educational programs as well as facility interpreting data, and using data for quality improvement purposes
  • Experience creating and delivering presentations to C-suite and Boards of Directors.
  • Demonstrated acumen as regards administrative, financial and performance aspects of programs and departments and agility in responding to environmental changes and pressures.
  • Strong ability to articulate a compelling vision of the HS/EHS programs and be an enthusiastic advocate for clients in our communities.
